			FFL03 is a Federal Firearms License. Certificate of Eligibility is a requirement by California law to be able to do things with a FFL03 in California. (A Certificate of Eligibility is also for used for other purposes such as certifying gunstore employees.)

			Under Penal Code section 30312, people with a FFL03 and COE are exempt from the face-to-face transaction requirement for ammunition purchases. There are online stores that will ship to Californians with a FFL03 and a COE. I've done this a lot.

			Under Penal Code section 27535, subdivision (b), paragraph (9), a person with an FFL03 and a COE is exempt from the one-handgun-per-30 days restriction. An FFL03/COE can buy more than one handgun per 30 days, and it's not restricted to curios and relics, but includes other handguns as well. However, the FFL has to put the DROS in right. I haven't had the chance to try this yet.

			Under Penal Code section 27670, purchase of a curio or relic firearm by a person with an FFL03 and COE is exempt from the 10-day waiting period and can be delivered immediately. I've done this, but you need to have an FFL who knows how to do it.

			Under Penal Code 27565, a person with an FFL03 and COE can acquire outside California a curio and relic firearm that is not a firearm, and bring it with him or her into California. It does not have to go through an FFL in California, but has to be registered within 5 days of bringing it into California. I have not done this yet, but Arizona and Nevada gun shops call me.

			Under Penal Code section 27966, a person with an FFL03 and COE can purchase a curio & relic firearm that is not a pistol without going through a dealer, as long as it's registered within 30 days. I haven't done this yet.

			An FFL03 also gets you discounts from various online stores such as Brownells. I've enjoyed this quite a bit.

			Penal Code section 27966

			If all of the following requirements are satisfied, Section 27545 shall not apply to the sale, loan, or transfer of a firearm:
			(a) The firearm is not a handgun.
			(b) The firearm is a curio or relic, as defined in Section 478.11 of Title 27 of the Code of Federal Regulations, or its successor.
			(c) The person receiving the firearm has a current certificate of eligibility issued pursuant to Section 26710.
			(d) The person receiving the firearm is licensed as a collector pursuant to Chapter 44 of Title 18 of the United States Code and the regulations issued thereto.
			(e) Within 30 days of taking possession of the firearm, the person to whom it is transferred shall forward by prepaid mail, or deliver in person to the Department of Justice, a report that includes information concerning the individual taking possession of the firearm, how title was obtained and from whom, and a description of the firearm in question.
